An evaluator cannot work until an admin verifies them, and cannot be assigned to a listing until an admin approves their application. Until both happen, a listing can never be evaluated — and a listing that is never evaluated can never be funded.

A tier cannot be changed in place — the program rejects re-verifying. Changing one means revoking first, which leaves the evaluator’s workload counter stranded until every open assignment is withdrawn one at a time. Neither instruction is offered here.
